
N.O.W.H.E.R.E. is an evil global organisation obsessed with young metahumans. They carry out experiments on those with powers and in some cases, they even create them (Superboy being the most famous example). It’s because of their fixation on young metahumans that they’ve become a long time enemy the Teen Titans (a group of young superheroes).
Founded by their leader, Harvest, N.O.W.H.E.R.E. usually capture their targets with the aim of either enhancing the existing abilities of their subjects or implementing new ones. The strongest amongst their “subjects” are then indoctrinated into The Ravagers, N.O.W.H.E.R.E.’s private army. Although, this is not always the case as sometimes N.O.W.H.E.R.E. have other plans for their “subjects”.
The Colony

The Colony is Harvest’s Underground Empire. It’s also a nickname of the group (not to be confused with the government organisation known as The Colony). The structure itself begins above the surface and stretches for miles beneath the ice fields of the Antarctic. Based on a terraforming technology, it contains platforms built high up into the walls and tendrils that are used as ladders.
The empire is protected by towers of volcanic glass, walls of volcanic rock, mysterious vents and lava falling randomly (not to mention the evil lurking inside). It’s a prison of living hell for those unlucky enough to be captured by N.O.W.H.E.R.E. Countless teenagers are held captive and subjected to torture in service of N.O.W.E.R.E.’s evil plans.

No one within the organisation truly trusts each other. They may have alliances and aligned interests but every one of these “friendships” are merely circumstantial and could end at any moment. Everybody is suspicious of everybody.

Harvest

Harvest is the leader of N.O.W.H.E.R.E. not much is really known about his history. But what we do know is that he was a 31st century colonel whose son was killed by a metahuman (explaining his hatred for them). After this he travelled back in time to revive Superman’s son, Jon Lane Kent with the intent on using him to eradicate all metahumans.
However, it was long before his illness began to take his life again. This led Harvest to create Superboy in an attempt to save Jon’s life so he could continue to do his bidding. With his end goal being to make his dream of a world without metahumans a reality.
Over time Harvest has accrued many “soldiers” for his army through means of kidnap and torture. His main recruitment process is pitting his captives against each other in an event known as The Culling. The survivors are then forced to join his private army, The Ravagers.
Superboy

Superboy is a clone of Superman and Lex Luthor created by N.O.W.H.E.R.E. to be used as a weapon against metahumans. He was technically more of a captive than a member of N.O.W.H.E.R.E. However, he was under their control for some time before eventually realising his good nature didn’t fit in with the evil intentions of his creators.
Once he realised that he was created to be a weapon, Superboy began to rebel. Although, despite his rebellion he still remained in their grasp. It wasn’t until the events of The Culling that he finally escaped and become a full fledged member of the Teen Titans.
N.O.W.H.E.R.E. Prisoners
The captives are held by restraining devices designed to nullify the powers of the captive when needed. N.O.W.H.E.R.E. only targets younger metahumans, none of their prisoners are over the age of 19. They’re treated terribly. In between the torture they can be found in their dark, damp prison cells. Looking dirty, hungry and dressed in generic N.O.W.H.E.R.E. clothing.
Their targets come in all different shapes, sizes, races and ability types. Some of them are metahumans and some of them are humans. Some have cybernetic implants, and some are alien spliced humans (becoming so after being infected by the Hypertaxis Virus).

Kid Flash (Bart Allen)

Kid Flash (Bart Allen) is the grandson of The Flash (Barry Allen). Born in the 30th century, Bart was born with his grandfather’s speed, but he also aged at an abnormal speed. It’s because of this that he was in danger of dying of old age when he was still a child. That is until his grandmother (Iris West) took him back in time to the 20th century so Wally West could teach him how to control his speed. He ended up staying in this time to continue his family’s legacy joining multiple teams including the Teen Titans.
At some point after joining the Teen Titans, he was captured by N.O.W.H.E.R.E. along with fellow Teen Titan, Solstice.
Danny The Street

Danny the Street is a living sentient street with the ability to teleport themselves anywhere they wish. They can do this without disturbing the geography of the place they’re teleporting to. Giving the impression that they were always there to anyone who doesn’t know any different.
Danny was a captive of N.O.W.H.E.R.E. at the same time as Kid Flash and Solstice. They were in neighbouring cells but at the time Kid Flash thought Danny was a person. Danny later helped them escape but Kid Flash still had no idea what was going on. It wasn’t until Red Robin later revealed that Danny had been working with him the whole time that he realised Danny was a street and that it was Danny that had helped them escape.
Beat Boy (Garfield Logan)

Garfield Logan is a young metahuman with the power to take the form of any animal. During his time as Beast Boy, he’s been a member of multiple teams including Doom Patrol and the Teen Titans.
He is one of the countless young metahumans that have been captured by N.O.W.H.E.R.E., experimented on in The Colony and forced to take part in the annual Culling tournament. It was here Beast Boy along with the rest of the Teen Titans and also the Legion of Super-Heroes refused to fight each other and instead banded together to escape.
